I was taking a subway and passed a parking garage that designed into walled cubicles and on the ground was garbage needles. I decided to get off the subway and investigate and walked by the garage and their were aggressive malnourished dogs trying to squeeze out of small opens. Scared me away. Walking by it's been rumored to hear women screaming and the dogs whimpering is to cover up the women's cries.
